Iraq - Security Audit of Existing Operations

Security Consultancy.  Major USAID contractor in Iraq wanted to check on effectiveness of current security measures.  Required comprehensive report on findings and recommendations.

Two TOR consultants worked for 4 days with client pre deployment so they understood current operations from company perspective.  Deployed for 7 weeks.  Discovered some good aspects but the following elements needed improving:

Procedures, information gathering system, profile awareness in the streets, how Iraqi Nationals are employed, ongoing security personnel training programme.  A communication gap between the ground operation and the board room was most apparent - sensible system of information exchange had to be established. 

Client accepted 65% of the recommendations including change to internal communication procedures.  Client reports significant savings in time and cost. TOR contracted to evaluate every 3 months.
